Same problem here. ALWAYS happen with and without mods. Switching between Sims will always close the holiday tradition panel. It should remain open when open.
Before the 2025/05/27 patch, it was the opposite : The tradition panel would open when switching between Sims after you closed it. Maybe a bug, but much better than the current one.
