[S] Seasonal Seed Packets Available for Purchase by All Sims as a Gift

The game says that seasonal seed packets (spring seed packet, summer seed packet, fall seed packet, winter seed packet) are available for purchase at level 5 of the gardening skill but they're available for purchase under the gift option on the phone or computer by Sims without the skill or a lower skill level.
