sounds like the game created another Sim that looks the same and the cheat might have issues cause they have the same name.
Do they both appear in my households ? You can try deleting the new household (use save as first to save under a new name) and see what happens. This should only delete the new Sim.
When I clicked on “open profile” on the “cloned” it was the exact same everything. I didn’t do anything different than I had been doing with my other households in this save. And I noticed the cheat wouldn’t work when I was playing as her. So I sent her to one of my other households in this save, I “switched control” to that household and used the cheat with her still in that house and it would work but only on the sim I was playing on now and it wouldn’t show any progress for her. So I looked at relationships and saw both of them side by side. If that makes sense.
Should I go to manage worlds and see what that shows?

Yes, check manage household if you have this Sim in two households.
You could also check what happens if you change something about one Sim, like change their clothing or skill them up.
There are two possible sceanrios:
- it's the same Sim with the same ID and everything and they will bug each other out somewhere along the lines as the game doesn't know how to handle them
- it's two different Sims with two different IDs. This shouldn't be a problem as for the game it's a different Sim.
