[SD] [BH] Small Business Customers Won't Do Yoga outside class

When playing with a small business with Businesses & Hobbies, the customers won't use the yoga mats on their own.

The business activity for yoga is on, but no one does yoga.

They will join if I lead a class, but will not do yoga on their own. 

My sims can use the mats, so it's not that they aren't accessible.
