The Ghost Trait for this death doesn't seem to be allowed for kids since trying to add the trait to them doesn't work. Luckily my mod Young Ghosts Return enables this trait for kids. If search it on mod the sims you find it there and use it plus it allows all ages to be every ghost type and fix issues with other ghost bugs that have been reported here. In the traits in s4s the steam ghost is not allowed for anyone under the age of teen by default. They seem to have missed this one.
