The archived bug looks a lot like my bug, with the exception that for the people in the old thread, the boots stayed on even when traveling and closing the game, both of which remove the boots for me; they only stay on as long as the sims are on the lot/in the same neighbourhood. Closing and restarting the game also removes them for me. Honestly sims keeping the boots on until travel might have been the state of the game for a long time for me, I'm pretty sure I've seen them wearing the snow boots while going around the skiing neighbourhood, but it never stuck out until I saw them in their swim wear with the boots.
I just went into the game to check, and I can't find any take off boots interaction, neither on my sims nor on the lockers/dressers objects in the onsen changing room. So if this interaction still exists, it doesn't seem to load for me.

I dug out my old SE game and gave this a test.
My Sim def has the option to take them off
He did keep them on going into the Onsen so I can duplicate that part and they were gone after travelling.
So I guess it's just that the boots stay when you don't travel. Could be the issue back or that part wasn't fixed.
I am definitely missing this take off boots interaction, so that might be a separate bug? ¯\_(ツ)_/¯
Thanks for confirming the onsen bathing with boots on, that means it's not just my game being weird. 🙂
