[ECO] Self-Sufficiency: Grafting gives influence points without completing

[Live Mode] Neighborhood Action Plan "Self-Sufficiency" active > granting influence points for gardening interactions. Upon selecting "Graft..." interaction on any plant and opening graft item window, two influence points are awarded to selected Sim for free without completing the action of grafting. No specific conditions need to be met to replicate this on any plant with "Graft..." interaction.
