I only recently noticed it happening after the September sale started. It kept popping up, and it's actually quite annoying, especially since I own all of the packs.
I have tested in a different household in the same save, and it still is happening. I also deleted the localthumbcache to see if that would help, and it didn't.
It made me think this is a bug after a member of a Sims Facebook group I admin for brought it up as well, and I recently realised it pops up anytime I swap between Sims. I did test a newer save, and it didn't happen, so I'm wondering if it has something to do with the size of the save file.
