I've been experiencing this for several weeks and this is what it looks like on my screen. It's annoying because it won't go away unless I hover the mouse over the shopping cart icon, and it blocks the notification screen when it appears. It keeps popping up on its own randomly. I'm not doing anything to trigger it. I don't have any mods or CC.
