Sim won't accept queued commands

Often my sims don't respond to the actions I'm clicking on. For example, I'll tell them to cook something, and they just stand there and the action doesn't appear in the queue, or if it does then it disappears quickly and they don't react to it. Same thing happens with other actions, such as talking to other sims. The 'reset/debug' button sometimes helps, but it keeps coming back.

I started a new save yesterday after updating the game and my mods and moved the sim to Nordhaven. I wanted her to go inside and read a book, but she wouldn’t move. The queued action didn’t move either. I reset my sim and she still didn’t move. I tried the go here command and she walked into the house no problem. I queued up the book again and still nothing. I used the go here command again to walk her upstairs to the bookshelf and she still didn’t take the book to read. My sim also didn’t sit down when I selected a chair or her bed, either.
I closed the game and removed my mod folder since I thought maybe Wonderful Whims might have been messing something up since that’s the one mod I use that wasn’t updated. I loaded the game up again and selected an old save, shown below with my sim without her custom skin or hair. I told my sim to sit down, but neither she or the other two Sims moved to do anything at all for the five minutes I left the game running without doing anything. They didn’t sit, they didn’t walk around, they didn’t judge the furniture, they didn’t even talk. They just stood there occasionally looking around.
