Sims ask to move in when friendly and romantic invitations are switched off

I have both friendly and romantic invites and requests switched off in game settings, but good friends and romantic partners still keep asking to move in, and then getting hurt feelings when I tell them NO. My sim then feels guilty because she hurt their feelings and it kind of sours the whole relationship, but they shouldn't have asked in the first place.

I've never used mods or cc, I'm on PC, I've got a bunch of packs but not the newest ones.

This bug is particularly annoying because the option to disallow specific types of interactions is the first step to having real controls over autonomous behaviour. I'd love to see more of this - if we could have autonomy on, but disallow autonomous mischief, autonomous spending money, and autonomous romantic interactions where there isn't an existing romantic relationship, then I'd be able to play with autonomy switched on without dealing with the consequences of my sims doing really destructive things - like that time the bride started flirting with her wedding guests in front of her fiance because being near him put her in a flirty mood. And all the times my sim's husband walked into the room so she started flirting with her son in law. So I really want this "disallow these actions" to work, and take off, and we'll have a whole lot more of that.

But right now it's not working.
