Soulmate status is now added when the friendship/romance track is full. The bug was caused when the friendship value was not updated in the romance relationship and assigned the wrong relationship bit. In existing saves, Sims now can be soulmates if they lower their friendship/romance value and raise it again to achieve the soulmate status.
Fixed in Patch 1.119.109/2.23
