I saw a thread saying it was solved in patch 1.119.109/2.23, but I'm still having the issue. I reduced the romance bar almost completely, and got back to full, but the issue persists.
I'm blocked in the romance aspiration because of that, and my sim is too old to complete another aspiration.
I am playing two sims they are married. They are on max relationship and romance, It will not go to soulmate that I need for the achievement. I have backed out of the game and relaunched it, Still the same.

No, I do not use any cheat codes or mods.
It looks like the patch is 4 months old and I only started playing a few weeks ago.
This is my first time posting something here, I hope I'm doing this right :) I just had to say something because it was really bothering me lol.
My two married sims both have the soulmate aspiration, I need them to become soulmates to progress with the aspiration and complete it. They both have maximum friendship and romance bars but I cannot get them to become soulmates. Their relationship profiles say "lovers".
I have custom content for CAS and build mode, but nothing crazy. No gameplay mods either.
I completely removed all my CC at one point, the issue didn't go away.
