I saw a thread saying it was solved in patch 1.119.109/2.23, but I'm still having the issue. I reduced the romance bar almost completely, and got back to full, but the issue persists.
I'm blocked in the romance aspiration because of that, and my sim is too old to complete another aspiration.
Same issue here. No mods or CC and I've been having this issue for a looong time, currently running on 1.124.55.1030.DX11. I've also tried decreasing romance and friendship and maxing it again, found another thread to check the become BFFs, but it already says they're best friends and the alternative doesn't show up under friendly either.
I am having the same issue. No mods or CC. I tried lowering their friendship and romance relationships and building them al they way back up. One of them got a resentment feeling about the other when I decreased their relationship, but I worked through that one too. They are still only "Lovers" despite being "Spouse" and "Best Friend" in the Relationship Profile.
If it helps any, only one of my sims got the "Married" Milestone under Simology. The other sim still has "Engaged" as the last thing. They eloped privately.

Same thing is happening in my brand new save file, no mods/cc.
My sims are in a relationship, have max friendship and romance levels, and are best friends. They are stuck at lovers and will not change to soulmates. I’ve tried cheats to lower friendship levels and romance levels and then raise them again, and it isn’t working (it worked the last time I experienced this bug, but not this time). I’ve tried asking to be friends and then getting back together. I’ve tried doing these on various different lots. I’ve tried removing one of them from the household. Nothing has worked. Neither of them have any other best friends. I restarted my PS5 (I’m on console 😔) and the game and it’s still doing this. Can someone help me out?
Hi, did your sim give a key or be given key? If they have 'Key Holder' relationship in their profile, take a key and check that their 'Key Holder' relationship is deleted. After that, try to fix their relationship with cheat code.
Note: It's a little bother, if you owned both of City Living pack and Get Famous pack, you need to take key on the same lot type when the gave key. You're console player, so it's best to try without saving until you've successfully repaired the relationship.

My Sims can't reach soulmate status despite having maxed out friendship and romance bar. They are married and even have a kid. I didn't even realize they were stuck at "Lovers" until I realized one of the Sims that has the Soulmate Aspiration wasn't getting their milestones up.
My game is ruined and I can't even play anymore. I have tried cheats, I have tried resetting the Sims, I've tried everything. I've looked online to see more advice. But this has been going on for a decade and no one has gotten it resolved. So, this is a bug, probably a rare on, seeing as to how old it is, but still hasn't been fixed.
I probably won't play the Sims again for years, since this was a gut wrenching blow. These 2 sims have gone through so much together and I don't want to start over. I want to start the next chapter in their lives. I can't even just make a new and pick up where they left off, because they have extended family because this particular save file is generational.
But this bug should still be fixed so no one else has to deal with this. And maybe one day I can play the sims again, but I can't even look at the EA app without my gut wrenching. I'm truly devastated the first time I actually try family play, my game was ruined and I'll probably have to start over.

Had a few of my couples do this too. Will be somewhat long so bear with me trying to pinpoint in the dark.
Some of them achieved soulmate status when they were teens. So the other half tend to be a few days older and then grew up to Young Adult. In that few days (where I turned off aging until some Sims completed University, almost a whole year) their romance bar decays significantly (no longer soulmates, just lovers) while the other stays a teen until their own birthday, after I turned aging back on. So now that the couple are both Young Adults I got their romance bar FULL again, but soulmate is unattainable.
However I did have a different couple where the exact scenario above happens, but they regained their soulmates status JUST FINE. They both prompted me with the "So I found a Ring" phone call in which I tell them to say yes, resulting in them getting engaged: Young Adult x Teen. Is that gonne be a problem?
I have a couple that are stuck trying to complete their Soulmates aspirations. Their status shows them being lovers, spouses, and best friends, but not soulmates. Their green friendship bar and their pink romance bar are both maxed. And yet the milestone requirement that they be soulmates with their spouse remains unchecked.
