Currently having this issue myself with one household, tested others and they seem to be ok that's why I'm looking around the forum for any help/fixes. I came across this post and noticed that in one of the pics you have the grocery delivery bag on the counter. I know from the last time I had this bug that that causes issues with not being able to put food away, whether it's from having a delivery or using the debug item..if you delete that or put the groceries away you should be able to put leftovers away again :)
I actually came here for the exact issue described in the intro post, because I started having this issue as well in one of my saves, but your answer actually fixed my problem! Both houses that I had this issue with were from the gallery where the grocery delivery debug item was used as decoration, and removing that from the lot fixed it!
