Sims don't gain skill from reading skill books

None of my sims in any of my households will have any skill gain when reading the skill books.  I don't have mods and I'm on Mac.

    Could you please provide the following information

    • Did you never have mods/cc or remove them ? Please pick a thread tag for that.
    • Are you reading the correct skill level book ?
    • Does this happen with any skill book ?
    • Have you tried a game repair ?
