I ran into this problem while playing in a rental lot in Tomarang. The broken plumbing event started. I commanded my Sim to fix everything and then got distracted with other things. The Sim performed repair actions on all the plumbing, and the event ended, but I noticed that the shower stall and the toilet (both from the For Rent expansion) remained broken. So I gave the command to repair them again and watched to make sure it happened. The Sim worked on repairing them for 8 hours but never succeeded. I decided to try using the 'replace' function on the broken objects. The money was deducted from the household funds, but the objects were not restored. I ended up having to buy new objects through Build Mode.
