This is happening to me, even with married, loyal and non-flirty Sims. Yesterday the step father was flirting with the step daughter. I've had married male Sims flirt with visitors almost immediately and they keep flirting with the in-laws. I had to move out in-laws because of all the flirting being done. I have never used mods! It's driving me crazy and really makes me not want to play. I often have to put the Sims in separate rooms from their husband and wife just so they won't flirting. My married male Sims answers the door and immediately they are in a flirting mood.
Also when the flirting starts the Sims get a romance bar!
