Sims automatically perform certain romantic actions, even if they have a dislike for those actions. Because of this, relationship satisfaction drops very quickly.
Example: A Sim automatically flirts with their partner, even though both of them are dissatisfied with flirting. Relationship satisfaction drops, and as a result, the Sims start arguing.

I've merged a few threads into this one. It is possible that there's a new flavor to this since Patch 1.118.242 but it's difficult to keep them all apart.
Issues I've seen mentioned that are currently tracked here (yes, this has been communnicated to a CM to make definite decisions on this).
- Sims excessively flirting despite their likes
- Sims excessively flirting despite being in a relationship
- Sims excessively flirting no matter the relationship with the other Sim
- Sims excessively flirting despite their emotions.
