Sims pants/skirts/bottoms missing even though in CAS they have clothing

I am having the same issue as of yesterday. First time I experienced it was at my sims own house. Random sims walking around the neighborhood have no pants and sims in my household also have no pants at random times. Having them change their outfit works 50% of the time to get them into an outfit with pants but they will almost immediately change back into the pantsless outfit. The pants the sims are wearing are not cc. Same issue occurred with and without mods.

With MCCC downloaded, the change outfit feature (mc dresser) doesn't work on the sims who are missing pants.
