I have it too, since the latest update. Only the child in my household, everybody else is fine. Mods don't seem to influence it at all. There's no way to keep the kid alive now without cheats. They just sit there. The action doesn't cancel and they won't do anything else until I debug them with Reset Object.
Have you taken the child to a park or somewhere and then back home? If not try that and then when they get back home they might be able to eat. That is what has been working for my sims when it happens to them. It is annoying but better than restarting the game or continually having to use cheats all of the time. Strangely, this is another one of those issues that comes and goes, at least in my game.
