Sims sit in front of food not eating

Also having this issue in a new save file created yesterday. Child sims will not eat at a table or picnic table after grabbing a "quick meal" from the fridge or picking up a serving from a group meal. They sit and stare at the food while their action cue says they are eating. However they will eat off a campfire cooking surface. I am having the same problem with adult sims, but less often. They only occasionally refuse to eat. Sometimes when the adult sim refuses to eat I can cancel the sitting action, and then they will successfully eat while standing. This trick doesn't work for child sims.
