Sims standing around instead of taking care of infant/toddler

This has been broken for so long. It's frustrating. I just started a challenge where I'm raising twins on long lifespan and I'm ready to quit because of the constant setting down or ignoring my instructions to take care of them. To get them to actually perform activities like teaching to crawl without setting them down on the playmat I have to pick up the infant and carry it outside. To feed the kid my sim will set it down in the high chair and then go sit down somewhere before getting up to feed it. So broken. It's on the top of my list to please fix.
