Sims standing around instead of taking care of infant/toddler

Same! Every time I ask the parents to put the baby in the high chair, feed them, bathe them, etc. They ask the baby, and then the action gets cancelled, and they just stand there. Infant and parent. Eventually they walk away to do something else. They are very... not concerned with their child.
