Sims standing around instead of taking care of infant/toddler

My sim will do anything except for doing what I ask them to do. For instance, my infant need a bath. I ask the mother to give him a bath. The mother takes him, put him on the floor, put him in bed, put him on the chair (all autonomously without me asking to) but never gives him a bath.
