I think part of the problem, at least in my save, is that the parent sim won’t move at all if the infant is watching them. I switched to the infant sim and they had the watch action in progress and queued up. I noticed if I can cancel all of the watch actions my parent sim will actually move again. It’s definitely not the full issue by far but it is part of the issue.
