I've been having this issue as well, where the action I choose sits on the upper left side (PC) and isn't activated for a while. I have found I need to pause the game and let it catch up, then actions "fall" into place and I can unpause. That said, sometimes it really takes a long time, and I have to debug...it's like they're stuck.
It sounds like an issue I had on PlayStation 4 (and on the Pro, and lesser on the 5, and now with the 5 Pro) in which it takes some time for the animation to be loaded and executed. Hence the pausing being a palliative — it gives the system time enough to load and unpack all animation assets necessary for the action.
