With the March 17th update that brought sim social autonomy fixes, sims will talk to each other even if they're not in the same room or at a different floor level. this is disruptve as they constantly appear in conversation bubbles making the conversation awkward. I tested this in my game below. As you can see these sims are enclosed in a room and at different floor levels yet they try to engage themselves in the conversation.
