Does appear to be a missing or corrupted texture having to do with the tattoo itself, as going back into CAS and adding a single mark to the tattoo layer affected (which will otherwise appear blank in paint mode) seems to reverse it, but I've yet to find a way to restore the tattoos. I detailed additional troubleshooting in my post.
