Confirming this has returned not just for custom tattoos but for any and all painted pets and werewolves
I'm on PC. I only use non-script mods.
After the patch, I loaded up my game with my CC enabled and I noticed all my pets with custom painted coats had turned completely black. Replacing the pet with a fresh copy from the gallery didn't work - they were fine in CAS but once in gameplay mode, they'd turn black too.
After some troubleshooting with CC and cache files, I thought it was the default eye replacements for dogs and cats that caused it because this was the only dog and cat specific CC I had. Removing it allowed new pets to be created and not turn black in game but it didn't fix the ones already affected. I had to revert to an earlier folder save pre-patch and doing that restored all the painted coats in my saves (but I lost like 5 days of gameplay).
After playing for about an hour, all the pets that were fixed turned black again. I went to switch families and they were all broken once more. Worse than that, I checked on my werewolf with a custom painted coat and she was also completely black in her wolf form. I was able to create a new family with a painted coat pet by Pugowned and so far, that one hasn't turned black but it seems to be inevitable. Eventually, it just happens - mods or not.
The only fix I've found is to go into CAS, go to the paint section, and use the eyedropper tool. This reverts the pets to their original, unpainted states. When entering the paint option, it's also really clear the painted coat is just gone - like the game can't even see it any longer, just the base they painted on is left. If you use the eyedropper and put a tiny mark on the coat the same color as the coat - the pets are no longer black but they are no longer painted either.
This is a serious issue - EA broke something big.
in my case sims were perma broken by having cc in, after removing it it was fine. have you been able to replicate this issue playing completely vanilla with nothing at all in your mods folder and with new sims with custom tattoos? meaning sims who havent been affected by the bug yet

It seems to be the game itself since console users with no ability to have CC are experiencing it.
