I noticed this too. Some times if I repair the game it works but only for a short time. I Am glad I upload all my sims after completing them to the gallery so I was able to make a new household with them, but not place them, and save their tattoos separately for when this bug gets fixed, which better be the next update and soon. (I'm just glad I don't do this a lot and almost never for occults or pets. This is genuinely one of the worst bugs I've experienced other then the save breaking one for for rent)
