House lot, it's been a while since it was availble, it could have been an alternate for a lot in game for all I know. This was before the refresh to Willow Creek and Oasis Springs NPC lots.
Just now I looked over the homes in my Gallery, and the one I'd thought was from Maxis is according to the info attached to the Duplantier Dwelling is by rdoyle. I'm going to delete it (not that I had problems with it, I only placed it a few times when the game used to ask if I wanted to place it in the world), that way I don't have any CC.

Yesterday, I wasn't able to put anything into the garbage, but garbage in the cans could be removed, but the Sim would throw up their hands and have a 'I can't go there' symbol floating over their head. So pathing problems is part of the issue.
Today, I found out that the most I could do using the Sim is removing garbage from indoor garbage can, but then the Sim would throw up their hands and the symbol for not being able to go where they need to complete their action popped up, so there's pathing problems involved.
They'd drop the bag, but they could pick it up and put it back into the indoor garbage can if you click on the bag, but that's it. Dragging to the indoor trash can or outdoor bin does work on the garbage bags though.
As for regular dishes, I was able to drag the dishes on the dining room table over to the garbage can (and the sink), but then it would reappear back onto the same spot it was before it was moved. The dishes on the fireplace could not be moved or dragged.
Just before I posted on the forums today, I watched a guest Sim picked up the dishes to be washed, which explains why there was garbage in the trash can in the first place, it just that I didn't witness it earlier because I was focused on my single Sim on another floor of the home.
I'm going to test if it's just the Active Sim that's having the problems, or if it's everyone in the household that also has the same problems.
Houses/Sims don't count as CC
Most mods/CC is stuff that you place in your mods folder.

No problem.
I made a second character on the same save, and that Sim's able to pick up dishes and wash them.
For whatever reason, it's the first Sim I've made on this save file that has pathing problems with dishes, etc.
I'm going make a new save, and see if it happens again.

I made a new save, had the Sim purchase the same house (Strangerville, Plateau Place; using freerealestate cheat), and built a pond in the corner, just like the first Sim (both had problems with pathing when it came to taking a bath, despite having enough depth for the "Bathe in Water" button being clicked on (it wasn't greyed out due to the water being too shallow or the the water being frozen).
With the pond, I had to use the Wade in Water/Play in Water to find a spot where when I click on the Bathe in Water button it would actually work rather than have the pathing warning pop up.
But it had no problem with either taking dishes to a sink or putting the garbage away.
I made a third save, made a teen Sim like the first one, and made a pond (which also had been finicky in using it too). There was no problem with the dishes. But there was another thing the first Sim had the other two did not have, Vampirism.
I had the Sim be turned into a Vampire when Vlad came by, just like I did with the first Sim.
At first there was no problem, until there was a spoilt drink on the bar I put into the dining room, alongside a book. I clicked on the button to Clean Up the glass, and the Sim would pick it up and then place it down again. I tried it again, and it did the same thing.
I tried to move it to the sink, but it wouldn't let me. I tried to pick up the book to put it away (I put a mushroom table bookshelf in the living room, so it's not like it's on another floor, so it should have been taken to the bookshelf. The Sim would pick it up, and then put it down again.
Then I saw a book lying in front of the bookshelf, so I had the Sim put it away, and it worked. The Sim was then able to put the book on the bar away. After the Sim did that, it was able to take the glass to the sink that was in the middle of the main floor of the house.
The next game day was another thing. The Sim was taking care of a guest toddler, and cleaned the potty. The sim held up a garbage bag and put it onto the floor, even if the garbage can in the kitchen was empty (Empty Garbage was greyed out), but the option to Rummage the Garbage was available to click on.
The only way it would be picked up to be taken to the garbage can was when I moved it closer to garbage can, in front of the corridor that goes from the living room to the back of the house with the kitchen attached to that corridor. Then the Sim picked up the bag and put it into the garbage can.
I'd previously placed a bathtub in the first floor washroom, next to the toilet that I'd moved next to it. There was a puddle on the floor in front of the toilet, and when I tried to mop up the puddle or take a bath (hygiene level was in the red), the Sim would quickly stop that action. At least not until I was able to remove the garbage bag from the room.
When I tried to take the garbage out, there was a message over the Empty Garbage button stating there wasn't an outdoor garbage bin (I keep on forgetting to put on in, it's something this house should have from the start when it's bought).
After I moved the garbage from the bathroom, the Sim was able to wash the puddle on the ground. The Sim wasn't able to take a bath, until the puddle was cleaned up first.
So I set it up in the front of the house, but the Sim would only pick up the bag from the can only to put it down again, with the pathing symbol and raised hands.
I'm going to go back to the second Sim, and make a few saves where I remove the Fairy molecule and have him be turned into a Vampire, as second save where I just swap out the Fairy to make him a Vampire in CAS, and a third one with aging him down to a teen.
(Hmm, I just wanted to check something before switching back to the second sim, I was going to try to move the garbage on the floor to the outside bin, since the Sim was having pathing problems. I could not drag it from the spot it was on the ground, like I was able to do in the bathroom. It stayed on the ground. But clicking on it would bring up the Throw Away button to put it back into the garbage can.)

The Sim that was an adult Fairy, I removed the Fairy molecule in CAS, and had him turned into a Vamp by Vlad. The Sim was able to clean and cook before turning, but after becoming a full vampire, the Sim was cooking a Grand Breakfast with another Sim, but stopped in the middle of it being on the stove. I tried to resume it, but the pathing error pop-up over the Sim showed up with the Sim throwing up hands.
The other Sim was able to finish with the Grand Breakfast.
The newly Vampirized Sim had the same problems the other ones did, with taking the trash out of the garbage can and dropping it onto the floor/return it to the can from the floor. The other Sim was able to pick up the trash from the can and take it outside.
(Edit: I tried another dish, using joint cooking to make the Fish Dinner. The main Sim took the package from the kitchen to the fireplace mantle. I clicked on the package to see if the Sim would use it or just put it back on the mantle. The Sim flew to the kitchen as a bat, stayed there for a while and then flew back to the package, and returned to the kitchen to finish the dish (without asking the second Sim to join in cooking.)
(Edit 2: I added more countertops, and the two Sims were able to complete the cooking of the Grand Breakfast. I've ordered a pizza the game night before, and a couple plates were next to the pizza box. The Vamp Sim picked up the pizza box, but dropped down on the floor as a pile of garbage.
Trying to pick up the garbage, the Sim would just drop it back down the ground with the Pathing warning popping up. Picking up the dishes resulted in the Sim putting them back down as a pile on the dining room table. The second Sim was able to pickup the dishes and take them to the nearby bathroom sink to wash. And that Sim was able to take the garbage from the dining room near the door to the porch to the garbage can across the house, without myself dragging the garbage closer to the trash can.
I wanted to see if the Vamp Sim was able to take it from the can to the bin, but it dropped it soon after taking out of the trash.)
