OK. so it's not that the interaction doesn't appear but rather that it just fails ?
Very possible that it's something unreachable stuck on your lot, same as with the dishes: Sims will not wash dishes (Patch 1.63) | EA Forums - 4946060
Update: I did find a debug item on my lot but that wasn't the cause of the issue. I just deleted every item in the kitchen and replace the items and now the interaction no longer fails.
