Not sure how to describe this but I purchased the Business Kiosk on a Residential lot type and now the game doesn't register any purchases on the lot. I NEVER started a small business on this lot and it was never set to a Small Business Venue. It has always been residential with a kiosk placed on the lot (to play with later). When I try to start a Small Business (in the open a business panel), the selection says "No Lots Available". I can't start a Small Business and I can't buy/sell anything from the furniture catalogue or my household inventory. If I place furniture on the lot, it doesn't cost anything. If I sell furniture on the lot, my simoleons aren't refunded to my household.
I guess it's also worth clarifying I can start a small business. I just cannot assign it to THIS lot.
If I try to bulldoze and replace the lot with a residential lot (or different type of lot) from the gallery, it's still broken. If I evict the family and try to bulldoze and replace the lot with a residential lot from the gallery, it's still broken. If I evict and DELETE the family, go to the main menu, move in a new family...it is STILL broken. I can set the lot as Small Business Venue from manage worlds, back to residential, and my sims still can't start a small business on the lot (even though Sell Business) is no longer on manage worlds. The lot is BROKEN.
It's just this specific lot: Mover's & Shakers 30x-20 in Willow Creek. I actually placed Movers & Shakers (the og gym), saved my game, was able to click SELL BUSINESS from Manage Worlds, moved the Sims out, changed the lot to Residential, I moved a NEW household in...and I still get "No lots available." when trying to start a business. When I go back to manage worlds, the lot reverted back to Gym even though a sim was on the lot. When opening the Build/Buy menu during live mode, the Small Business category comes up first...so it definitely still thinks it's a small business.
I have tried SEVERAL different lots elsewhere and everything works just fine. This is a fully custom save file that I built from the ground up and I'd be pretty sad if something was broken elsewhere but that doesn't seem to be the case. I'm terrified of trying to play with a small business on another lot.
I have tried this on a fresh new save on the same lot and it works fine, so something with Business & Hobbies must have broken it?
I have MCCC and a few CAS mods but I DISABLED MODS and tested without any luck. I've attached some pictures but I'm not sure if it will help.

edit: I have also tried setting the lot to generic, evicting the household, selling the lot (etc. as suggested in the other threads) and nothing seems to work.
