Socially gifted child sim have a hard time completing Social Butterfly asp

My child sim levelled up the social skill quickly.

 I also got her the Incredibly Friendly and Observant reward traits just because I didn't feel like having to work on making friends for her to complete the aspiration.

Just as I had my sim introduce herself to another child (to complete the Social Butterly aspiration step of befriending 3 children), I realised I have made this mistake before.

She got an almost completely filled green bar (like 99% filled), but it did not count as a friend. It seems they have to have the bar grow and get higher until you hit friend status. But my sim became friends with just their hello, literally. And so it does not count.

None of the friendly nor the funny introduction works for the aspiration because she becomes instant friends.
So I have to do a rude interaction, start of at a red social bar, to then interact with them to make friends.

Kind of defeat the purpose of the reward traits and the idea of being good at something by being high in a skill.

It also makes no sense game wise, why would this child do a rude interaction to someone they want to be friends with? I just have to in order to make her the friends she wants, which is ridiculous. Skilling and using the points they have to buy them rewards traits should make it easier, not harder.
