I recently switched the aspirations of two existing Sims to Sticky Fingers. One Sim has mischief level 10, and the other Sim has mischief level 5, but neither Sim has the kleptomaniac trait. These Sims cannot complete the Sticky Fingers aspiration because the “attempt to swipe” interaction is not available on any objects. This issue does not occur for new Sims created in CAS who start with the Sticky Fingers aspiration (no kleptomaniac trait). I play on PC & I have never used mods. The game version is 1.119.109.1020 DX11.

Look, my friend. Here are two videos for comparison.In the first one, the red haired girl is a small business owner with a mischief level of 10 and an Aspiration Sticky Fingers. Its her third complited aspiration. ButI completed this with a cheat code just to check.
That's why I was interested in the comment above of Serendipity0578
And I checked with another sim, a brown-haired girl. second video, also gave her the Aspiration Sticky Fingers of a hoarder, and she also couldn't steal absolutely anything. And it was her first aspiration to complite.

yeah, that's the other report
- Create a Sim in CAS, give them the sticky finger aspiration --> Swiping works
- Use a Sim and change the aspiration in Live Mode (guess it doesn't matter if you already completed a aspiration before or not) and it won't work.
These are my test results.
- Case 1: New Sim with Sticky Hands aspirations in CAS. Cheated mischief to level 10 --> Option was there
- Case 2: New Sim with another aspiration in CAS, Cheated Mischief to Level 10, switched aspiration --> Option was not there.
- Case 3: New Sim with another Aspiration in CAS, Switched aspiration, cheated mischief -- > Option was not there
I didn't test getting a Sim from the gallery and changing the aspiration in CAS for that Sim.

Yes, it is as crinrict explained.
If I create a new Sim in CAS (no kleptomaniac trait), and give them Sticky Fingers as their starting aspiration, the “attempt to swipe” interaction is available, even if that Sim has no starting mischief skill.
However, if I take my current Sims and change their aspiration to Sticky Fingers in Live Mode, the “attempt to swipe” interaction does not appear. This seems to happen to preexisting Sims with any mischief level. I tested a Sim with no starting mischief skill, a Sim with level 5 mischief skill, and a Sim with level 10 mischief skill, and in each case, where I changed the Sim’s aspiration to Sticky Fingers in Live Mode, the option to “attempt to swipe” was not available.
