Stuck in their Shadow: Doesn't move on from Scenario Complete

3 years later and Scenarios are still broken.  All objectives are complete, but it won't advance to the next part.  Have tried both with and without mods.  Have traveled to other lots and returned.

Has anyone come up with a way to fix this?  Because we can be fairly certain that EA won't.
