It's nice of you trying to help but as you don't know all the rules and systems I follow for my "overly complicated savefile" it's a bit bulldozy trying to work around them and expect me to put in all that extra time for a household I moved past 2 months ago. Making a tiny check for a few sims days didn't mess anything up, even if that forced me to abandon and steal days from the current household I was playing to do that check... I don't want to steal any more time from my current household.
You free to test the issue in your own game, if you got the time and desire to do so. I did my duty by reporting it, now it's up to the sims team to fix it, when they find the time and not creating more bugs that causes even major issues than this tiny one.

LadyAriancia here are steps to test to avoid "your overly complicated savefile":
- buy potion of youth (for one sim only)
- click "manage worlds"
- turn auto aging on
- find an empty lot, select manage households and move your main sim with the highest stats into the empty lot
- click on phone, select "have a science baby" on your main sim
- complete a child aspiration
- check to see if "have a child complete aspiration" checks
When you are in the empty lot, your main house is not loaded, so you can avoid all the complicated issues related to aging.

That would totally mess up the structure in "my overly complicated savefile" and I'm not inspired enough to check it in a new save. Also as long as it doesn't work when I'm playing with aging off, when that is what I want to do, it's still a bug even if it works with aging on.

LadyAriancia have you try starting with a newborn baby from scratch, playing with aging on, complete one entire child aspiration, to see if "have a child complete aspiration" check?

Playing with aging off.
Tried now to play with aging on for a couple of sims days but it still won't check off as done.

Here is the update:
I have tested science baby and it doesn't work. I have my science baby child completed a child aspiration (Artistic Prodigy), and "have a child complete aspiration" in successful lineage is not checking.

LadyAriancia itsmelonkat offonaLARK do you have auto aging off or on?
Mine is all auto aging off, I manually age them with a birthday cake.
I am asking this just in case, due to surprisingly so few people knew this although this is a major important bug, although sometimes I think that the aging doesn't matter or doesn't effect this bug, maybe auto aging does effect this bug.

This is a major important bug and there are not many people knew this.
In successful lineage, the "have a child complete aspiration" is not checking when I completed these:
- 2 of my "child" completed one entire child aspiration (Artistic Prodigy for both, old aspiration) each -> "have a child complete aspiration" is not checking
- 2 of my another "teen" completed one entire teen aspiration (Bodybuilder for both) each, I have both of my teen aged to young adult, and have 2 young adults also having the same one aspiration completed -> "have a child complete aspiration" is not checking
There is nothing or not much I could do, I can only wait until the patch comes.
I do not use mods, MCCC or cc. My game is 100% vanilla, and I played in a PC. I believe the problem comes in the update.
4 of the child above were born using "Try for Baby" and doesn't work. I will try science baby later today to test if it works. I will update it here if this doesn't get closed.

This happened to me.

I'm having the same issue. I had one of my sim's children (teen) complete an adult aspiration and another of the sim's children (child) complete a childhood aspiration, and neither counted. The teen had also completed several childhood aspirations while they were still a child, but this step is locked for the sim until they have a child reach an "A" grade in high school. I don't use any mods or CC and have several packs.
