I tried on a regular residential lot, haunted residential lot, residential rental, tiny home residential, small business venue, art center, bar, cafe, cemetery, museum, park, community space, library, and vacation rental, and I still got the same errors. I've also tried in other worlds such as Brindleton Bay, Willow Creek, and Evergreen Harbor as well as in other saves.
