So, unfortunately for me Patch 1.128.90/2.39 didn't change a lot. My issue looked as follow before the Patch:
it appeared only in three of my households
Sims moved, but did interactions forever...

I have this similar problem since the Sep 22 patch update. The following copied from another thread is exactly what is happening in my game.
I have tried playing with and without MODS, I have repaired the game, I have deleted all save games and started brand new games twice now (very annoying to have to do this), I have cleared all the cache files, both via the EA App and via my Windows folders. The symptoms indicated below are in a thread that says the problem is fixed. THE PROBLEM IS NOT FIXED!!!
Symptoms in the game
- Time stand still although there can be a delay where time moves for a but when part of UI is frozen
- You can't click on anything
- Sims move but do interactions endlessly
- Environment moves
- If you have multiple household members, you can't switch between them.
- Going to the map in this state can lead to endless loading
- You can still switch to build mode but only delete one item.
- Not all households are affected. Unsure what causes it.
Unsure/More info needed
- It start happening at a specific time
- Computer starts to use up a lot of the resources
