Time/Sim freezes while environment still moves

What hair was it?

I play on PS4 console and haven’t purchased AA expansion pack; I’ve only installed the newest update 2.21. 
My uncontrolled sims in the household stand around and wont do actions. I’ve always played with the autonomous setting on and it’s been fine but since the update they will remain stuck and when I got to control them I can see a backlog of actions. I reset them and nothing happens, they remain stuck. 
It’s also happened for sims I am controlling. Their action que is empty, I select an action eg. Go here. Or cook breakfast and they just will not move. 
I exited the game and reloaded - no major issues  with loading worlds/households it does however take an extremely long time. When replaying the game I  had to wait 15 mins for actions to start happening, all sims were just stuck as if the game had been paused - but it wasn’t on pause as the TV was playing and other appliances were still functioning. 

My game began to do this a few weeks ago. I tried the repair function in the EA Games app to no avail. It seemed to happen when I sent my Sim to practice charisma indoors. But then it started happening regardless of the time or action selected. I've spent a lot of hours on it so I'd love a fix soon.

I've been playing this game for almost 10 years now, and I've never been unable to fix an issue with my game until now. My Sims time freezes at a specific time, and I can't save or do anything; just animations keep playing. I removed mods, moved lots, but sometimes it works, sometimes it happens again - no pattern whatsoever. I am completely lost and cannot play the game. Infuriating.

I've started to get this bug now, I need to test if it's on all my saves but it's horribly heartbreaking. I'm very attached to this save but every time i bring my sim inside to eat after shes done gardening it freezes up as described and i have to open task manager to force quit the game. Im glad its not just me, but also a bit sad to see there doesnt look to be a resolution.

edit 1- so it freezes at 6:02 am. nothing is working now. im going to try the better exceptions mod like another user did below. i also tried another save and it started at 10:31 pm and so far its going fine... but im only at 11am the next day so we'll see.

edit 2- so the game froze on the second day at 10am, but it actually let me save and go to the menu.... reloading that one let me resume normally, so i dont understand whats happening still

I think this is what is happening. I bought Sims 4 Business & Hobbies and since the first time I went into gameplay and opened my business I keep having this. I won't be able to do anything. I will try and save quit and it just stays on the saving page for ages. I will also force quit the game and relaunch it but it does the same thing within a couple of minutes and it seems that each time it happens quicker and quicker. I just want the game to work as I have literally just purchased this pack and i don't know how to fix it ! Any help would be appreciated! :) 

With the release of the latest DLC and the most recent update, this problem has been happening to me very frequently. Most of the time it resolves itself, but now it has reached absurd levels. Upon the active household returning to their home lot, the in-game time has frozen.

Right before the bug occurred, the game was set to the third simulation speed (one Sim went to sleep, and the other started painting). When pausing the game or switching to build mode, character animations and the day/night cycle outside continue to play.

After waiting for 10 minutes, I decided to exit the game, but out of habit, I clicked "Save." I have now been looking at the saving screen for 20 minutes, while the character animations and the outdoor time of day continue to change.
