I just discovered this issue as well! My parent sims haven't been frozen, but the infant will perpetually be eating the finger foods while the hunger bar goes further into the red and one of the parents will just cheer them on while they're eating. I eventually have to cancel the infant's queue so I can just throw the plate away and select the "explore food options" in the highchair. Are you having issues with all food options in the highchair?
I haven't seen any other posts about this happening specifically with finger foods, but that seems to be my issue. Hopefully they can fix it soon!
So far, it is only the finger foods that lead the game to just hang while parents both want the honor of intervening. :) Having said that, I don't think that finger foods were ever meant to fill the hunger need. They should at least take the bar far enough up into the green to allow at least one parent to have the time to remove the infant from the highchair and feed via bottle/breastfeed.
The issue is having the hunger bar plummet to the point it leads to the game hanging, which is frustrating. After trying three different types of finger foods and having the issue with all of them, I'm just not using them any longer.
