I removed my mods and cc to see if that made her normal again but it didn't she looks like she's pregnant. It even looks like that in CAS

Without mods/cc. try taking her to CAS.. You might need to use the cheat and then just edit the body a bit.
I did that and it didn't help

I also have adult neck problems. And the bodies of children are changed in abnormal proportion. Toddler faces have also been changed beyond recognition. NOCC NOMODS
In addition to this bug, I also noticed another one in my game. The eyes of toddlers and infants seemed to have become smaller...
My child Sim has the same issue too. Also, the apartments have an obstruction with the roof even when all the walls are down.

its a new bug after update and lots of people have this too, toddlers changed as well and genetics are going crazy rn.
this is wat happened to a random kid in my game. i saw a lot of other kids, they are like this or like yours too

Same here! After the update, I noticed my kids had weird body proportions. I went to CAS and thought, ‘Maybe if I age them up to a teenager or down to a toddler and then back to a kid, their body will go back to normal.’ So I tried, but the body remained glitched. Then I used a pre-made body shape to fix it, and it worked. But to make sure it really worked, I aged them down to a toddler and pressed CTRL+Z. Suddenly, their heads were like twice as big! At first, I thought it was just me, so I took screenshots to compare the before and after, and they were definitely bigger. (same result with or without CC)
