Toddlers crawling out of crib after caretakers return from off-lot

My parent sims came back from a grand ball to find that both twin infants were not properly placed in the cribs (when focus was on the infants, on clicking on the crib they appeared to be in, the choices were "Get carried here..." and "Get put to bed by..." Both were extremely tired and middling hungry. The nanny that had been hired was clearly incompetent.

I went to Move Household while an infant was sleeping in the crib. After canceling the Move Household, the infant was woken up by the noisy neighbors and crawled out of the crib.

Patch 1.123.85.1020. Only City Living, Bust the Dust, and Laundry Day installed.

After loading a save game, the current infant went back to sleep in the crib, but after waking up it crawled out of the crib.

Currently playing with only City Living, no other packs or kits.

After loading a save game where both infants had been in the (new base game) playmat, in a game with only City Living installed, both infants crawled out of the playmat.
