I've read through this thread, do you think there is a way to avoid uninstalling and reinstalling? I would really like to keep my save files.

I'm yet to encounter this myself so I don't know what's causing it. It's a bug though so it can come back anytime even if you get rid of it. It could even be save related. I don't know.
Backup your user folder before reinstalling. Usually user files aren't removed on reinstalling but to be safe, it's the best to do.

93Catastrophe the issue might be connected to the scenario. Don't know if getting rid of it is an option for you but could you test on a backup of ending the scenario gets rid of the issue for you ?

It happens with me often with the Curious Scenario, with and without mods, vanilla entirely, but also happens out of scenarios, just seemingly less. I recently deleted the entire directory and my saves, uninstalled, and reinstalled. It's done it since in both a created household game and a scenario.
