Hello, I am have the same issue. I play on PC without any mods/CC. I do have several extensions of the game though.
The commands with the keyboard stop working except the up/left/right/down keys. So I can't use the keyboard for the speed of the game. The T, P and Y touch doesn't fonction either. I didn't try to use other touch. And when it happen I have to restart the game so I can use the keyboard again.
Could it have to do with this: Hotkeys for Speeding Up Time not Working | EA Forums - 12582365 ?
Maybe that makes other keys not work too.
It could be but I'm not sure, saving my party don't make the keys work again, only quitting it.
