[W] Werewolf Pack members that aren't Werewolves

So devs, I’m just a little bit confused, I saw on a fb group that since the new update there’s new sims in both of the werewolf packs in MoonWood Mill. I didn’t know that and had to see it for myself and yes it’s true, but the new members aren’t actually werewolves, so I guess I’m just confused as to why you’d add human sims to the packs when all they do is run away, have negative reactions and get tense and scared everytime the wolves do wolfy stuff.. is this deliberate or is there a purpose to this. Also I play on PS5 so there’s no cc or mods here. Can some devs lend some insight to this please.
