Werewolves are supposed to start with 1 temperament and gain another one each level up until they hit four. A work around for this (if you don't mind cheats) is to add a temperament to give it to them. If not, you can work your way up to apex rank and unlock the lunar howl. By using that, it'll roll the temperaments and you should get four temperaments (along with the chance of getting a lunar temperament).
I have also noticed this doesn't affect werewolves aged up to teens who get access to their occult powers. Every werewolf I've aged from infant-teen, that werewolf always starts with 1 temperament. This seems to only affect werewolves teen-older fresh from CAS. I do hope this gets fixed though as it is a bit of a nuisance.
