Can you try if it fulfills if you watch the toddler play ?

crinrict No, it doesn't. Had the father sim watch the toddler while the toddler was playing with a toy, and it didn't fulfill before the father autonomously chose to do something else.

  There was a similar report (AHQ) where it didn't work for childish Sims but that wasn't an issue of the option not showing up. Watching worked for those users so I hoped it would for you too.
