For some reason I didn't get any "Welcome Wagon" anymore even with a new save file created (I try to see if it was just one save, but not). I don't have all the packs of The Sims 4 and yes, I do use some mods but I didn't think that it has something to do it because even when I play on Playstation, I didn't have "Welcome Wagon" either.

I've definitely noticed a delay in it happening in both a completely clean save and a lightly modded/minimal CC save (I have more than one computer). Usually it would happen the same day my sims would move in, and now it seems to take an extra day or two before it happens. How long have your sims lived there?
As for Crinrict's question, I keep those ticked off in case that's relevant.
I use no mods and am on pc and also do not get welcome wagon anymore, it does not matter what world I'm in.
